Designator Description


Officer technical specialists in the field of non-nuclear electronics. They help plan, coordinate, direct, and supervise the installation, operation, and maintenance of electronics systems installed in units of the surface force; assist in the operational evaluation of new installations as well as modifications to existing systems; provide operational and technical input to the research and development community for consideration in the design and testing of electronics systems and components; assist in the preparation and distribution of operator and maintenance training courses; provide assistance with operational and maintenance guidance for electronics systems at all levels of command. They may serve as, but are not limited to serving as, division officers in maintenance activities or as electronics material officers throughout the group/squadron level, or in various operational and staff billets.

Collateral Duty / Out of Rate Assignments

Navy collateral duties/out of rate assignments play a vital role in the day-to-day operations and duties that Officers and Enlisted Sailors perform. Certifications and licenses are also available in these collateral duties/out of rate assignments, so please go to the Collateral Duty/Out of Rate Assignments search feature (under the Navigator) and explore more opportunities to get certified.

Opportunities Related to Academic Degrees

Out of rate or designator requests for exam funding for credentials related to an earned academic degree or a semester course may also be funded if it can be directly related to an industry certification or state license.

For example, if you have a degree in Human Resources but are serving as a Culinary Specialist, you can get funding for a Professional in Human Resources (PHR) certification.

If the completed degree is not in the Sailor's Joint Service Transcript (JST), the Sailor must provide proof of completion with the Voucher Request Form, OPNAV 1500/57 for funding approval. The requested credential must be included on the Navy COOL website, and the Sailor must meet all other eligibility requirements.

As with any credential, you must meet all other eligibility criteria and the certification or license vendors' requirements.

Opportunities for Prior Rate or Designator Sailors

If you have cross-rated or redesignated, you now are eligible for certifications and licenses mapped to your prior rating or designator. The “Navy Bucks” icon on the Navy COOL page for your previous position/rate indicates which certifications and licenses may be funded.

As with any credential, you must meet all other eligibility criteria and the certification or license vendors' requirements.

Opportunities Related to Off-Duty or Command-Sponsored Training

If you can document that you have completed an on- or off-duty training course that fully prepares you for a civilian certification or license, you may now be eligible to have the credential exam funded.

For example, if you took a Command-sponsored Emergency Medical Technician course, you may be eligible for funding for an EMT Basic credential.

The requested credential must appear on Navy COOL, although it does not need to show the Navy Bucks icon to be funded.

College course completion must be annotated in your Joint Service Transcript. Formal off-duty or command-sponsored training should be visible in your Electronic Training Jacket (ETJ). In lieu of an ETJ entry (where training cannot be entered into the ETJ) you will need to submit some form of, proof of completion (a certificate of completion from the course/training is sufficient). If neither of the previously mentioned methods of validating proof of completion are available, then a command correspondence (such as a command letter, memo, or PG-13 form) describing the training along with the OPNAV 1500/57 Professional Certification and Licensing Voucher Request (COOL Voucher Request Form).

As with any credential, you must meet all other eligibility criteria and the certification or license vendors' requirements.

Opportunities for Navy Reservists

If you are a Navy Reservist, officer or enlisted, you may now be eligible for funding for credentials related to your civilian occupation. The certification or license must have relevance to the needs of the Navy, and must appear on Navy COOL, although it does not need to show the Navy Bucks icon to be funded.

To validate your civilian occupation, you will need a screen shot from Navy Standard Integrated Personnel System (NSIPS) showing the Civilian Occupational Code. Please send the NSIPS screenshot with your OPNAV 1500/57 Professional Certification and Licensing Voucher Request (COOL Voucher Request Form).

In lieu of NSIPS documentation you may also submit a command endorsed and executed NAVPERS 1070/613 (PG-13) Administrative Remarks form noting your civilian occupation along with your OPNAV 1500/57 Professional Certification and Licensing Voucher Request (COOL Voucher Request Form). You must sign the PG-13.

As with any credential, you must meet all other eligibility criteria and the certification or license vendors' requirements.

Prior Other-Service Occupation

If you are Navy (Active or Reserve), you may now be eligible for funding for credentials related to prior other-Service (Army, Air Force, Marine Corps, Coast Guard) occupation. The certification or license must have relevance to the needs of the Navy, and must appear on Navy COOL, although it does not need to show the Navy Bucks Navy Bucks icon icon to be funded.

To validate your prior other-Service occupation, you will need to provide Navy COOL with a document (e.g. DD-214; or Military Service School completion certificate; or other document) showing your other-Service occupation. Please send the document (scanned & emailed) with your OPNAV 1500/57 Professional Certification and Licensing Voucher Request (COOL Voucher Request Form).

As with any credential, you must meet all other eligibility criteria and the certification or license vendors' requirements.

Credentials Earned & Maintained Prior to Joining the Navy

If you are Navy (Active or Reserve), you may now be eligible for funding for credentials that were earned, and maintained, prior to entering the Navy. The certification or license must have relevance to the needs of the Navy, and must appear on Navy COOL, although it does not need to show the Navy Bucks Navy Bucks icon icon to be funded.

To validate your earned & maintained credential, you will need to provide Navy COOL with a scanned or emailed document (e.g. credential certificate document, screenshot from your credential dashboard, digital badge, etc…) showing the credential earned and maintained. Please send the document (scanned & emailed) with your OPNAV 1500/57 Professional Certification and Licensing Voucher Request (COOL Voucher Request Form).

As with any credential, you must meet all other eligibility criteria and the certification or license vendors' requirements.

The Electronics Technicians Association, International (ETA-I), Associate Electronics Technician (CETa) is designed for technicians who have less than two years of experience or training in electronics. The CETa is the foundation for ETA’s journeyman, senior, and master specialty, and master certification programs. CETa applicants must meet the experience or training requirement and pass a written exam.

The Electronics Technicians Association, International (ETA-I), Telecommunications Electronics Technician (TCM) is an intermediate-level technician credential for professionals who work in the telecommunications field. TCM candidates must have knowledge of wired and wireless communications basic concepts, which are then applicable to various types of voice, data and video systems. Telecommunications Electronics Technicians must be knowledgeable and have abilities in the following technical areas: Cables and Cabling, Analog Telephony, Equipment, Telecom Safety and Mathematics, Transmission Service Providers and Protocols, Distribution Methods, Computer, Digital Telephony, Interfacing, Internet, Network Infrastructures and Topologies, Office Wiring, Wireless Telephony, Test Equipment, Optical Wiring, and Troubleshooting. Candidates that hold a Standalone TCM and later complete the Associate CET (CETa), are eligible to upgrade to a Journeyman CET.

The Electronics Technicians Association, International (ETA-I), RADAR Electronics Technician (RAD) is a journeyman-level certification recommended for radar electronics technicians with knowledge of radar basics and concepts applicable to all types of avionics, maritime and land systems. RADAR Electronics Technicians must be knowledgeable and have abilities in the following technical and human relations areas: Block Diagrams and Schematics, Components, Cabling and Antennas, Hand Tools & Soldering, Mathematics, Amplifiers, RADAR Transceivers, Interfacing, Satellite, Wireless, and Data Communications, Computers and Digital Concepts, Software Programming, Troubleshooting, and People Relations. Candidates must hold the Associate Electronics Technician (CETa) certification prior to taking the RADAR exam. Individuals with a valid FCC Element 8, and either the ETA Associate CET (CETa) or a Journeyman (CET) certification, are eligible for a rollover to an ETA RADAR certification. Candidates must take a written exam.

The Electronics Technicians Association, International (ETA-I), Fiber Optics Technician (FOT) certification is an intermediate-level fiber optics professional credential. Candidates for the FOT certification are expected to have knowledge of fiber optics concepts pertaining to designing, configuring, installing, and maintaining fiber optics systems. FOTs test and troubleshoot Local Area Networks (LANs) with various faults. The FOT certification is designed for technicians, system analysts, design engineers, managers, telecommunications professionals, fusion splicers, mechanical splicers, end users, and others whose professions require fiber optics knowledge and skills. The prerequisite for the FOT certification is the ETA-I Fiber Optics Installer (FOI), or equivalent work experience. Candidates must pass a written exam.

Renewal Period: Lifetime

The Federal Communications Commission (FCC), Ship Radar Endorsement is an endorsement to a commercial radio operator license that authorizes the holder to repair, maintain, or internally adjust ship radar equipment. Only license holders with this endorsement may perform these activities.  FCC requires candidates to hold (or qualify for) one of five other FCC licenses. Candidates must pass a written exam.

The International Society of Certified Electronics Technicians (ISCET), Certified Electronics Technician - Associate-Level (Associate CET), is an entry-level certification for technicians and students with under four years of experience and validates the technician’s knowledge of basic electronics, including math, DC and AC circuts, transistors and troubleshooting. The Associate CET is also a pre-requisite for ISCET Journeyman level certifications. Candidates must pass a written exam.

The International Society of Certified Electronics Technicians (ISCET), Certified Electronics Technician -Journeyman-Level – Radar credential validates the technician’s general knowledge of both continuous wave and pulse radar operation. Candidates must know about transmitters and receivers, antennas, transmission lines and their characteristics and CRT display systems and their power supplies. Candidates must pass a written exam.

The Electronics Technicians Association, International (ETA-I), Wireless Communications Electronics Technician (WCM) certification is an intermediate journeyman-level credential for wireless technicians. The WCM certification is targeted toward workers performing installation, maintenance and repair of mobile and fixed radio communications systems. Candidates seeking the ETA-I WCM credential are required to have a basic education in fundamental electronics. Candidates must pass the Associate (CETa) exam before qualifying to sit for the Journeyman level certification exam. To be eligible for a rollover to an ETA-I Wireless Communications (WCM) certification, candidates must hold a valid FCC GROL and either an ETA-I Associate CET (CETa), General Communications Technician - Level 1 (GCT1) or Journeyman CET certification.

Electromagnetic Compatibility (EMC) Technician certification requires candidates to provide record of six years or more of experience in EMC technician work. Graduation from an iNARTE-approved electronics technology curriculum of two years or U.S. Navy Class "A" school is considered equivalent to one year of required experience. Engineering teaching of a character satisfactory to iNARTE may be considered as a maximum of two years experience. Candidates must submit a minimum of one supervisory reference and two additional references each supporting character and competency as an EMC Technician, and must compose 10 original multiple choice questions with correct answers and supporting references. Candidates must also pass an examination, which covers topics such as Bonding, Shielding, Grounding, and lightning interference. More information about the examination can be found on the certifying agency's website.

The Electrostatic Discharge (ESD) Technician is a mid-level certification that is appropriate for for engineers and technicians whose training and experience have primarily focused on problems, engineering design and corrective measures associated with minimizing or eliminating electrostatic discharge. Candidates must provide specific record of six years or more of experience in ESDC technician work. Graduation from an iNARTE-approved electronics technology curriculum of two years or U.S. Navy Class "A" school is considered equivalent to one year of required experience. The satisfactory completion of each year of such an approved technician curriculum is considered equivalent to one year experience. Candidates must submit a minimum of 1 supervisory reference and 2 additional references each supporting character and competency as an ESDC Technician, and must compose 10 original multiple choice questions with correct answers and supporting references. Candidates must also pass the iNARTE ESDC Technician examination.
