Designator Description


Officer technical specialists in ship machinery, electrical power, lighting, and interior communications systems. They supervise and instruct personnel whose duties involve operation and maintenance of main propulsion (gas turbine, diesel, or steam) and auxiliary machinery and systems, engineering and repair department equipment, and refrigeration systems; handling, stowing, and regulating expenditure of fuel oil and boiler feed water; installation, adjustment, testing maintenance, modification, and repair of shipboard electrical systems pertaining to power distribution, propulsion, steering, lighting, degaussing, interior communications, gyrocompass, and associated equipment, and instrument repair, adjustment, and calibration. They may serve as, but are not limited to serving as, engineering, electrical, and ship repair officers, or in various operational and staff billets.

Collateral Duty / Out of Rate Assignments

Opportunities Related to Academic Degrees

Out of rate or designator requests for exam funding for credentials related to an earned academic degree or a semester course may also be funded if it can be directly related to an industry certification or state license.

For example, if you have a degree in Human Resources but are serving as a Culinary Specialist, you can get funding for a Professional in Human Resources (PHR) certification.

If the completed degree is not in the Sailor's Joint Service Transcript (JST), the Sailor must provide proof of completion with the Voucher Request Form, OPNAV 1500/57 for funding approval. The requested credential must be included on the Navy COOL website, and the Sailor must meet all other eligibility requirements.

As with any credential, you must meet all other eligibility criteria and the certification or license vendors' requirements.

Opportunities for Prior Rate or Designator Sailors

If you have cross-rated or redesignated, you now are eligible for certifications and licenses mapped to your prior rating or designator. The “Navy Bucks” icon on the Navy COOL page for your previous position/rate indicates which certifications and licenses may be funded.

As with any credential, you must meet all other eligibility criteria and the certification or license vendors' requirements.

Opportunities Related to Off-Duty or Command-Sponsored Training

If you can document that you have completed an on- or off-duty training course that fully prepares you for a civilian certification or license, you may now be eligible to have the credential exam funded.

For example, if you took a Command-sponsored Emergency Medical Technician course, you may be eligible for funding for an EMT Basic credential.

The requested credential must appear on Navy COOL, although it does not need to show the Navy Bucks icon to be funded.

College course completion must be annotated in your Joint Service Transcript. Formal off-duty or command-sponsored training should be visible in your Electronic Training Jacket (ETJ). In lieu of an ETJ entry (where training cannot be entered into the ETJ) you will need to submit some form of, proof of completion (a certificate of completion from the course/training is sufficient). If neither of the previously mentioned methods of validating proof of completion are available, then a command correspondence (such as a command letter, memo, or PG-13 form) describing the training along with the OPNAV 1500/57 Professional Certification and Licensing Voucher Request (COOL Voucher Request Form).

As with any credential, you must meet all other eligibility criteria and the certification or license vendors' requirements.

Opportunities for Navy Reservists

If you are a Navy Reservist, officer or enlisted, you may now be eligible for funding for credentials related to your civilian occupation. The certification or license must have relevance to the needs of the Navy, and must appear on Navy COOL, although it does not need to show the Navy Bucks icon to be funded.

To validate your civilian occupation, you will need a screen shot from Navy Standard Integrated Personnel System (NSIPS) showing the Civilian Occupational Code. Please send the NSIPS screenshot with your OPNAV 1500/57 Professional Certification and Licensing Voucher Request (COOL Voucher Request Form).

In lieu of NSIPS documentation you may also submit a command endorsed and executed NAVPERS 1070/613 (PG-13) Administrative Remarks form noting your civilian occupation along with your OPNAV 1500/57 Professional Certification and Licensing Voucher Request (COOL Voucher Request Form). You must sign the PG-13.

As with any credential, you must meet all other eligibility criteria and the certification or license vendors' requirements.

Prior Other-Service Occupation

If you are Navy (Active or Reserve), you may now be eligible for funding for credentials related to prior other-Service (Army, Air Force, Marine Corps, Coast Guard) occupation. The certification or license must have relevance to the needs of the Navy, and must appear on Navy COOL, although it does not need to show the Navy Bucks Navy Bucks icon icon to be funded.

To validate your prior other-Service occupation, you will need to provide Navy COOL with a document (e.g. DD-214; or Military Service School completion certificate; or other document) showing your other-Service occupation. Please send the document (scanned & emailed) with your OPNAV 1500/57 Professional Certification and Licensing Voucher Request (COOL Voucher Request Form).

As with any credential, you must meet all other eligibility criteria and the certification or license vendors' requirements.

Credentials Earned & Maintained Prior to Joining the Navy

If you are Navy (Active or Reserve), you may now be eligible for funding for credentials that were earned, and maintained, prior to entering the Navy. The certification or license must have relevance to the needs of the Navy, and must appear on Navy COOL, although it does not need to show the Navy Bucks Navy Bucks icon icon to be funded.

To validate your earned & maintained credential, you will need to provide Navy COOL with a scanned or emailed document (e.g. credential certificate document, screenshot from your credential dashboard, digital badge, etc…) showing the credential earned and maintained. The American Society for Quality (ASQ), Certified Quality Auditor (CQA) is a professional who understands the standards and principles of auditing and the auditing techniques of examining, questioning, evaluating and reporting to determine a quality system's adequacy and deficiencies. The Certified Quality Auditor (CQA) analyzes all elements of a quality system and judges its degree of adherence to the criteria of industrial management and quality evaluation and control systems. Candidates must have eight years of on-the-job experience in one or more of the areas of the Certified Quality Auditor Body of Knowledge. A minimum of three years of this experience must be in a decision-making position. Candidates who have completed a degree from a college, university or technical school with accreditation accepted by ASQ will have part of the eight-year experience requirement waived. Candidates must pass a written examination.

Geometric Dimensioning & Tolerancing Professional - Senior. The first level of certification, Technologist GDTP, provides a measure of an individual's ability to understand drawings that have been prepared using the language of Geometric Dimensioning and Tolerancing, as defined in the Y14.5 Standard. The second level, Senior GDTP, provides the additional objective measure of an individual's ability to select and apply geometric controls to drawings. A Geometric Dimensioning and Tolerancing Professional might typically be employed as, but not limited to: Design Engineer; CAD/CAM/CAE Specialist; Drafter, Production or Manufacturing Engineer; Process Engineer; Quality Engineer; Tool or Gage Engineer; Engineering Manager; Checker; Engineering Consultant; Educator; Inspector; Contract Engineer; Project Engineer; and Technical Specialist. Candidates must must have five years of documented experience in the field of GD&T in the recognized use of the system in both application and understanding. Candidates must also pass a multiple-choice examination. This credential must be renewed every three years, and may be renewed without examination upon verification of involvement with GD&T for at least 24 of the previous 36 months.

The Certified Plant Maintenance Manager (CPMM) posesses the professional expertise and knowledge required to successfully perform plant and facilities supervisory activities. Candidates must have a minimum of two years of experience in maintenance management. Candidates must also pass a written examination. Recertification occurs through earning at least five recertification credits every three years.

The National Chief Engineer (Limited) Steam/Motor/Gas Turbine (GT) is the head of the engineering department on a merchant vessel of less than 1600GRT/3000GT and any horsepower (AHP). Chief Engineer’s oversee the engine room and auxiliary equipment, routine maintenance programs, operation of machinery, and auxiliary equipment. They respond to emergencies and report events in the appropriate logs. Additionally, Chief Engineer’s observe engine room repairs and work being done during periods of shoreside maintenance. Candidates must meet a minimum sea service, training, and exam requirement.

The National Lifeboatman and Lifeboatman-Limited is a Merchant Mariner Credential (MMC). A Lifeboatman is a mariner who is qualified to take charge of, lower, and operate survival craft and related survival equipment on a vessel. A Lifeboatman-Limited is a mariner who is qualified to take charge of, lower, and operate life rafts, rescue boats, and other survival equipment on vessels where lifeboats are not installed. To obtain the National Lifeboatman and Lifeboatman-Limited credential, applicants must satisfy general MMC requirements and a sea service requirement. Applicants must also pass an exam (by oral or other means) and a practical demonstration. The practical demonstration requirement may be met by completion of an approved course, provided the course includes actual practical demonstration of abilities.

They also perform watch standing duties, respond to emergencies, and report special events in the appropriate logs. Engineer’s participate as a lifeboat crewmember and a firefighting and emergency response team leader and report to the Chief and/or First Assistant Engineer. There are several pathways outlined in the licensing documents to obtain a United States Coast Guard license as a Third Assistant Engineer. Candidates must meet a minimum sea service, training, and exam requirement.

The First Engineer is responsible for the engine room when the Chief is not available. There are several pathways outlined in the licensing documents to obtain a United States Coast Guard license as a First Assistant Engineer. Candidates must meet a minimum sea service, training, and exam requirement.

The National Assistant Engineer (Limited) Steam/Motor/Gas Turbine (GT) assists the Chief Engineer. They are responsible (not limited to) for ship maintenance, engine maintenance, machinery repairs, and fueling on board a Steam/Motor/GT Vessel. They are also responsible for electrical, sewage treatment, lube oil, bilge, and oily water separation systems, and stand a watch. Their duties depend upon the type of ship or vessel and arrangement of the engine department.

The National Designated Duty Engineer Steam/Motor/GT is a qualified engineer, who may be the sole engineer on vessels with a periodically unattended engine room. A DDE is the engineer in charge of a watch in a periodically unmanned engine room. Under the United States regulations, the DDE may serve as a Chief Engineer on domestic vessels of not more than 500grt. The 1000hp and 4000hp DDE credentials are valid only on near coastal and inland waters and the unlimited horsepower level is valid on any waters. Candidates must meet a minimum sea service, training, and exam requirement.

The American Production and Inventory Control Society (APICS), Certified in Production and Inventory Management (CPIM) certification is aimed towards professionals involved in career fields such as Production and Inventory Management, Operations, Supply Chain Management, Procurement, Materials Management, and Purchasing. The CPIM certification does not have eligibility requirements at this time. Candidates must pass two exams (Part 1 and Part 2) within a three-year period to earn the CPIM certification.

The American Society for Quality (ASQ), Certified Calibration Technician (CST) tests, calibrates, maintains and repairs electrical, mechanical, electromechanical, analytical and electronic measuring, recording, and indicating instruments and equipment for conformance to established standards. Candidates must have five years of on-the-job experience in one or more of the areas of the Certified Calibration Technician Body of Knowledge. If the candidates have completed a degree from a college, university, or technical school with accreditation accepted by ASQ, part of the five-year experience requirement will be waived. The Chief Engineer Unlimited Steam/Motor/GT is the head of the engineering department on a merchant vessel of any tonnage or horsepower. National Chief Engineers manage the safe and efficient operations of all machinery spaces and equipment on board, oversee the engine room, auxiliary equipment, routine maintenance programs, monitor the safe and efficient operation of machinery, and auxiliary equipment, and respond to emergencies, and report events in the appropriate logs. Chief Engineers also observe engine room repairs and work being performed during periods of shoreside maintenance. Candidates must meet a minimum sea service, training, and exam requirement.

The STCW - Officer in Charge of Engneering Watch (OICEW) or DDE 750 kW/1000 HP or More is the officer on watch in charge of the main propulsion plant of the ship, and of the associated auxiliaries. They are responsible for the safe and proper operation of such units, and for the performance of the duties prescribed in these regulations and by other competent authority. OICEW will also be responsible for power generation and distribution systems and other equipment such as refrigeration plant and pumping and ventilation systems and more.

A designated duty engineer DDE is defined by STCW as the engineer in charge of a watch in a periodically unmanned engine room. Under the United States regulations, the DDE may serve as a Chief Engineer on domestic vessels of not more than 500grt.

The Qualified Member of the Engineering Department (QMED) is the senior most rating in the engine room and also the entry level for any merchant marine Engineering Officers License. Each QMED rating must be endorsed separately, unless one qualifies for all QMED ratings. QMED duties include, but are not limited to, inspection of equipment such as pumps, turbines, distilling plants, and condensers; lubrication and maintenance of generators, steering systems, lifeboats, and sewage disposal systems; cleaning and restoration of tools and other equipment.

The Transportation Security Administration (TSA), Transportation Worker Identification Credential (TWIC), while not formally a license or certification in and of itself, is required by the Maritime Transportation Security Act for workers who need access to secure areas of the nation's maritime facilities and vessels. TSA conducts a security threat assessment (background check) to determine a person's eligibility and issues the credential. U.S. citizens and immigrants in certain immigration categories may apply for the credential.
