Rating Description


Steelworkers (SW) perform tasks directly related to fabrication and erection of pre-engineered structures, including steel reinforcement; control job site deployment of materials and equipment; direct and coordinate the composition, training and efforts of crews who fabricate, assemble, erect, position and join structural members and fabricated sections; maintain individual combat readiness; and perform tasks required in combat and disaster preparedness or recovery operations. There are 4 credentials closely related to the tasks performed in this Rating that may be attainable as soon as Class "A" technical school has been completed. Sailors can take advantage of these credentialing opportunities shortly following their initial training. Certifications and licenses are also available in these collateral duties/out of rate assignments, so please go to the Collateral Duty/Out of Rate Assignments search feature (under the Navigator) and explore more opportunities to get certified

Opportunities Related to Academic Degrees

Out of rate requests for exam funding for credentials related to an earned academic degree or a semester course may also be funded if it can be directly related to an industry certification or state license.

For example, if you have a degree in Human Resources but are serving as a Culinary Specialist, you can get funding for a Professional in Human Resources (PHR) certification.

If the completed degree is not in the Sailor's Joint Service Transcript (JST), the Sailor must provide proof of completion with the Voucher Request Form, OPNAV 1500/57 for funding approval. The requested credential must be included on the Navy COOL website, and the Sailor must meet all other eligibility requirements.

As with any credential, you must meet all other eligibility criteria and the certification or license vendors' requirements.

Opportunities for Cross-Rated Sailors

If you have cross-rated, you now are eligible for certifications and licenses mapped to your prior rating. The “Navy Bucks” icon on the Navy COOL page for your previous position/rate indicates which certifications and licenses may be funded.

As with any credential, you must meet all other eligibility criteria and the certification or license vendors' requirements.

Opportunities Related to Off-Duty or Command-Sponsored Training

If you can document that you have completed an on- or off-duty training course that fully prepares you for a civilian certification or license, you may now be eligible to have it funded.

For example, if you took a Command-sponsored Emergency Medical Technician course, you may be eligible for funding for an EMT Basic credential.

The requested credential must appear on Navy COOL, although it does not need to show the Navy Bucks icon to be funded.

College course completion must be annotated in your Joint Service Transcript. Formal off-duty or command-sponsored training should be visible in your Electronic Training Jacket (ETJ). In lieu of an ETJ entry (where training cannot be entered into the ETJ) you will need to submit some form of, proof of completion (a certificate of completion from the course/training is sufficient). If neither of the previously mentioned methods of validating proof of completion are available, then a command correspondence (such as a command letter, memo, or PG-13 form) describing the training along with the OPNAV 1500/57 Professional Certification and Licensing Voucher Request (COOL Voucher Request Form).

As with any credential, you must meet all other eligibility criteria and the certification or license vendors' requirements.

Opportunities for Navy Reservists

If you are a Navy Reservist, you may now be eligible for funding for credentials related to your civilian occupation. The certification or license must have relevance to the needs of the Navy, and must appear on Navy COOL, although it does not need to show the Navy Bucks icon to be funded.

To validate your civilian occupation, you will need a screen shot from Navy Standard Integrated Personnel System (NSIPS) showing the Civilian Occupational Code. Please send the NSIPS screenshot with your OPNAV 1500/57 Professional Certification and Licensing Voucher Request (COOL Voucher Request Form).

In lieu of NSIPS documentation you may also submit a command endorsed and executed NAVPERS 1070/613 (PG-13) Administrative Remarks form noting your civilian occupation along with your OPNAV 1500/57 Professional Certification and Licensing Voucher Request (COOL Voucher Request Form). You must sign the PG-13.

As with any credential, you must meet all other eligibility criteria and the certification or license vendors' requirements.

Prior Other-Service Enlisted Occupation

If you are Navy enlisted (Active or Reserve), you may now be eligible for funding for credentials related to prior other-Service (Army, Air Force, Marine Corps, Coast Guard) enlisted occupation. The certification or license must have relevance to the needs of the Navy, and must appear on Navy COOL, although it does not need to show the Navy Bucks Navy Bucks icon icon to be funded.

To validate your prior other-Service occupation, you will need to provide Navy COOL with a document (e.g. DD-214; or Military Service School completion certificate; or other document) showing your other-Service occupation. Please send the document (scanned & emailed) with your OPNAV 1500/57 Professional Certification and Licensing Voucher Request (COOL Voucher Request Form).

As with any credential, you must meet all other eligibility criteria and the certification or license vendors' requirements.

Credentials Earned & Maintained Prior to Joining the Navy

If you are Navy enlisted (Active or Reserve), you may now be eligible for funding for credentials that were earned, and maintained, prior to your enlistment in the Navy. The certification or license must have relevance to the needs of the Navy, and must appear on Navy COOL, although it does not need to show the Navy Bucks Navy Bucks icon icon to be funded.

To validate your earned & maintained credential, you will need to provide Navy COOL with a scanned or emailed document (e.g. credential certificate document, screenshot from your credential dashboard, digital badge, etc…) showing the credential earned and maintained. Please send the document (scanned & emailed) with your OPNAV 1500/57 Professional Certification and Licensing Voucher Request (COOL Voucher Request Form).

Renewal Period: 6 months

The American Welding Society (AWS), Certified Welder (CW) is a performance-based certification with no prerequisite courses or certifications required. The CW program tests welders on procedures used in the structural steel, petroleum pipelines, sheet metal and chemical refinery welding industries. There is a provision to test to a company-supplied or non-code welding specification. Tests for CW are performed at AWS Accredited Testing Facilities located throughout the world and are performance based. Final certification will provide candidates with a "transferrable" credential.

The American Welding Society (AWS), Senior Certified Welding Inspector (SCWI) certification is an advanced-level credential for supervisory or managerial welding quality control and quality assurance professionals. SCWIs work in every industry that uses welding as a core process in the manufacture, construction, or fabrication of their products. SCWIs supervise others and are responsible for directing and performing operations to ensure that all welding-related activities meet applicable requirements. SCWIs work in every industry that uses welding as a core process in the manufacture, construction, or fabrication of their products. SCWIs know which factors influence welding quality; how to oversee welders to ensure higher-quality work; and the complementary factors that help maximize productivity. SCWIs must meet experiential requirements and pass an exam.

Renewal Period: 4 years

The Certified Welding Educator Program (CWE) was developed to define minimum standards for welding educators and to provide respected recognition for those who demonstrate the skills, knowledge, and experience needed. Welding educators understand welding training requirements; prepare instruction plans; conduct training classes; and evaluate student performance. They may use prepared instruction materials or develop their own original instructional materials. They are familiar with welding processes, welding procedures, welder qualifications, materials and the limitations of weld testing. They must be able to read drawings, prepare records and develop reports. The CWI and CWE exams are identical; however the Part C: Code Book portion is not a requirement for the CWE certification. Both certifications (CWI and CWE) may be achieved simultaneously. Candidates must be a high school graduate and no less than five years experience.

Certified Welding Inspector (CWI) is a mid-level certification. The Certified Welding Inspector certification is more than a rewarding career. It involves great responsibility and remarkable skill demonstration. A thorough knowledge of the complete fabrication and welding process is a must. The CWI is widely recognized, both nationally and internationally, and successful companies have come to rely on this AWS certification when ensuring the highest level of quality workmanship. Candidates must have a minimum of 5 years of experience with a high school diploma and pass a written examination.

Renewal Period: 5 years

A Concrete Construction Special Inspector certification is aimed at persons qualified to inspect and record the results of concrete construction inspection based on codes and job specifications. The program covers inspection during preplacement, placement, and post-placement operations. Candidates must hold a current certification as an ACI Concrete Field Testing Technician - Grade I; obtain a passing grade on the written inspection examination; and obtain a passing grade on the written plans reading examination. Candidates must also meet education and experience requirements.

Renewal Period: 3 years

The International Code Council (ICC) Building Plans Examiner – B3 certification is an intermediate-level credential for individuals who review and examine building construction documents for conformity to building codes and regulations. Building Plans Examiners are responsible for reviewing submitted plans to determine if the plans meet requirements set by the jurisdiction within which the building stands. At this level of certification, the examiner reviews plans for any size of building in any occupancy classification. The ICC B3 exam validates an individual's basic technical knowledge, education and related experience as an examiner. The certification holder demonstrates the ability to read blueprints, and has a strong knowledge of building codes, and can determine if plans meet regulated criteria for safety, utilities, and installations. Additionally, examiners with the B3 certification review the status of and land and building permits. Certified individuals understand building planning, footings, foundations, floor construction, wall construction, coverings, roof and ceiling construction, and public safety construction as it applies to building code compliance. There are no experience requirements, education requirements, or pre-requisites that must be met prior to taking the written exam. However, individuals seeking the Building Plans Examiner certification should have technical knowledge and related experience in their chosen field of expertise. Candidates are required to pass an exam.

The National Ground Water Association (NGWA), Certified Pump Installer (CPI) is an intermediate-level credential for groundwater technicians. CPIs are often contractors who coordinate not just the ground water pump installation at a site, but related efforts. CPIs are expected to meet experience requirements and to have knowledge of specialized equipment use, geologic formations, and pump troubleshooting skills. Candidates must take a written exam.

The Project Management Institute (PMI), Project Management Professional (PMP) is an advanced skill level credential for professionals who lead and direct projects. Project Managers perform their duties under general supervision for the duration of a project and are responsible for all aspects of a project. PMPs lead cross-functional teams to deliver projects within the constraints of schedule, budget, and scope. Project Management Professionals seeking certification through PMI demonstrate knowledge and experience to apply a methodology to projects that have well-defined requirements and deliverables. To apply for the PMP, candidates must meet experiential and educational requirements and are required to pass the written exam.

The Certified Construction Manager (CCM) credential is an intermediate level certification. The CCM is aimed at construction professionals who manage entire projects and programs using pre-planning, design, construction, close out and management expertise. CCMs assure the best possible project outcome no matter what type of project delivery method is used. The candidate must meet experience and other requirements. Candidates must also pass a written examination.

The Project Management Institute (PMI), Certified Associate in Project Management (CAPM) is an entry-level certification for project practitioners. Designed for those with less project experience, the CAPM demonstrates an understanding of the fundamental knowledge, terminology and processes of effective project management. The written exam covers project management areas such as initiation, planning, executing, monitoring and controlling, closing, and professional and social responsibility. Candidates must have a high school diploma or equivalent and at least 1500 hours professional experience on a project team or 23 hours of project management education.

The International Code Council (ICC), Commercial Building Inspector is a mid-level certification designed for professionals who assess buildings to determine the structural soundness and compliance with specifications, building codes, and other regulations. Candidates for the Commercial Building Inspector certification must possess basic technical knowledge and inspector-related experience. Certified individuals perform inspections of structures of any size or occupancy to determine compliance with various building codes and standards adopted by their jurisdiction. Candidates for the Commercial Building Inspector certification are expected to have the ability to read plans, verify that the plans conform to code, approve plans, and review construction documents. Additionally, candidates should understand the principles that apply to building planning, footings, foundations, floor construction, wall construction, coverings, roof and ceiling construction, and public safety construction. Renewal Period: 5 years

The Board of Certification Safety Professionals (BCSP), Construction Health and Safety Technician (CHST) certification is an entry-level to intermediate-level construction workplace safety credential. The CHST is designed for individuals who demonstrate competency and work part-time or full-time in health and safety activities devoted to the prevention of construction illnesses and injuries. Candidates should be responsible for securing safe and healthy conditions in construction projects or job sites. Candidates must meet minimum work experience of three years in the field of construction. Candidates must pass a written exam.

The International Code Council (ICC) Structural Steel and Bolting Special Inspector - S1 certification validates an individual's technical knowledge, education and related experience as a steel and bolting inspector. Candidates must have knowledge of approved plans and the related code, the ability to identify deviations from approved plans, describe tests and develop reports based on test outcomes, conduct bolt tension verification test, verify frame details comply with plans and specifications, among other skills. There are no experience requirements, education requirements, or pre-requisites that must be met prior to taking the written exam. However, individuals seeking Structural Steel and Bolting Special Inspector - S1 certification should have technical knowledge and related experience of steel and bolting. Candidates are required to pass a multiple-choice written exam with at least 75% accuracy.

Renewal Period: 3 years

The International Code Council (ICC) Structural Welding Special Inspector- S2 certification confirms an individual’s practical awareness, training and related experience as a structural welding inspector. The candidate should have the ability to review approved plans, assess that the plans comply with special inspection requirements, identify discrepancies from approved plans, and submit a final summary report detailing deviation from code and approved plans.  In addition, the candidate must be able to identify welding material, collect samples for delivery to a lab, verify the qualifications of welders, and asses the quality of the welding performed from procedural to material qualities.  Though there are no experience requirements or education requirements, an individual must be an ICC certified Structural Steel Bolting Special Inspector to take the written exam. Individuals seeking Structural Welding Inspector certification should have technical knowledge and related experience of steel bolting and welding. Candidates are required to pass a multiple-choice written exam with at least 75% accuracy.
