MUSE - Mobile Utilities Support Equipment Technician

Out of Rate Assignment Description


Mobile Utilities Support Equipment Technicians perform all tasks associated with the design, procurement, installation, operation, maintenance, troubleshooting and life cycle management of MUSE, which includes diesel driven power plants up to 2500kW, electrical substations up to 5000kVA, and steam plants up to 20kPPH. They perform advanced surveys and system protection coordination studies with diagnostics and test gear. They employ the laws and concepts of advanced mathematics, physics, thermal dynamics, rotational kinematics, kinetic energy, energy conservation, electrical/electronic engineering and mechanical engineering to provide technical solutions to complex problems.

There are 5 credentials closely related to the tasks performed in this Out of Rate Assignment that may be attainable as soon as Class "A" technical school has been completed. Sailors can take advantage of these credentialing opportunities shortly following their initial training. Opportunities Related to Academic Degrees

Out of rate or designator requests for exam funding for credentials related to an earned academic degree or a semester course may also be funded if it can be directly related to an industry certification or state license.

For example, if you have a degree in Human Resources but are serving as a Culinary Specialist, you can get funding for a Professional in Human Resources (PHR) certification.

If the completed degree is not in the Sailor's Joint Service Transcript (JST), the Sailor must provide proof of completion with the Voucher Request Form, OPNAV 1500/57 for funding approval. The requested credential must be included on the Navy COOL website, and the Sailor must meet all other eligibility requirements.

As with any credential, you must meet all other eligibility criteria and the certification or license vendors' requirements.

Opportunities for Prior Rate or Designator Sailors

If you have cross-rated or redesignated, you now are eligible for certifications and licenses mapped to your prior rating or designator. The “Navy Bucks” icon on the Navy COOL page for your previous position/rate indicates which certifications and licenses may be funded.

As with any credential, you must meet all other eligibility criteria and the certification or license vendors' requirements.

Opportunities Related to Off-Duty or Command-Sponsored Training

If you can document that you have completed an on- or off-duty training course that fully prepares you for a civilian certification or license, you may now be eligible to have it funded.

For example, if you took a Command-sponsored Emergency Medical Technician course, you may be eligible for funding for an EMT Basic credential.

The requested credential must appear on Navy COOL, although it does not need to show the Navy Bucks icon to be funded.

College course completion must be annotated in your Joint Service Transcript. Formal off-duty or command-sponsored training should be visible in your Electronic Training Jacket (ETJ). In lieu of an ETJ entry (where training cannot be entered into the ETJ) you will need to submit some form of, proof of completion (a certificate of completion from the course/training is sufficient). If neither of the previously mentioned methods of validating proof of completion are available, then a command correspondence (such as a command letter, memo, or PG-13 form) describing the training along with the OPNAV 1500/57 Professional Certification and Licensing Voucher Request (COOL Voucher Request Form).

As with any credential, you must meet all other eligibility criteria and the certification or license vendors' requirements.

Opportunities for Navy Reservists

If you are a Navy Reservist, officer or enlisted, you may now be eligible for funding for credentials related to your civilian occupation. The certification or license must have relevance to the needs of the Navy, and must appear on Navy COOL, although it does not need to show the Navy Bucks icon to be funded.

To validate your civilian occupation, you will need a screen shot from Navy Standard Integrated Personnel System (NSIPS) showing the Civilian Occupational Code. Please send the NSIPS screenshot with your OPNAV 1500/57 Professional Certification and Licensing Voucher Request (COOL Voucher Request Form).

In lieu of NSIPS documentation you may also submit a command endorsed and executed NAVPERS 1070/613 (PG-13) Administrative Remarks form noting your civilian occupation along with your OPNAV 1500/57 Professional Certification and Licensing Voucher Request (COOL Voucher Request Form). You must sign the PG-13.

As with any credential, you must meet all other eligibility criteria and the certification or license vendors' requirements.

Prior Other-Service Occupation

If you are Navy (Active or Reserve), you may now be eligible for funding for credentials related to prior other-Service (Army, Air Force, Marine Corps, Coast Guard) occupation. The certification or license must have relevance to the needs of the Navy, and must appear on Navy COOL, although it does not need to show the Navy Bucks Navy Bucks icon icon to be funded.

To validate your prior other-Service occupation, you will need to provide Navy COOL with a document (e.g. DD-214; or Military Service School completion certificate; or other document) showing your other-Service occupation. Please send the document (scanned & emailed) with your OPNAV 1500/57 Professional Certification and Licensing Voucher Request (COOL Voucher Request Form).

As with any credential, you must meet all other eligibility criteria and the certification or license vendors' requirements.

Credentials Earned & Maintained Prior to Joining the Navy

If you are Navy (Active or Reserve), you may now be eligible for funding for credentials that were earned, and maintained, prior to entering the Navy. The certification or license must have relevance to the needs of the Navy, and must appear on Navy COOL, although it does not need to show the Navy Bucks Navy Bucks icon icon to be funded.

To validate your earned & maintained credential, you will need to provide Navy COOL with a scanned or emailed document (e.g. credential certificate document, screenshot from your credential dashboard, digital badge, etc…) showing the credential earned and maintained. Please send the document (scanned & emailed) with your OPNAV 1500/57 Professional Certification and Licensing Voucher Request (COOL Voucher Request Form).

The Electronics Technicians Association, International (ETA-I), Industrial Electronics Technician (IND) certification is an intermediate journeyman-level credential for electronics technicians. Electrical Generating Systems Association (EGSA), Electrical Generator Systems Technician Certification - Journeyman identifies technicians who not only have a broad knowledge of electricity, mechanical and electrical components and the interaction between them, but are proficient in the installation, service, maintenance, and repair of On-Site Power generation systems. Applicants should have a comprehensive knowledge of basic electricity, the functions of a gen-set’s mechanical and electrical components, the interactions and relationships among components and an understanding of various elements of the installation, service, maintenance, and repair of gen-sets and On-Site Power generation systems. Applicants must have a minimum of three years of experience as an electrical power generator equipment technician and pass a written exam.

The National Institute for Certification in Engineering Technologies (NICET), Electrical Power Testing - Level I credential is an entry-level certification for electrical technicians who test equipment used in the production, transmission, and distribution of electrical power. The certification validates a technician’s knowledge required to inspect, test and maintain electrical power equipment. Electrical Power Testing - Level I technicians work under the supervision of a higher-level technician and performs duties such as isolating and ground power equipment safely; connecting test equipment; and conducting and documenting standard tests of basic single-function equipment. Candidates are required to have minimum of one year of practical experience supporting testing and maintenance of electrical power equipment, including basic electrical safety procedures and must pass a written exam.

The Electrical Power Testing - Level II technicians work under general supervision and perform duties including, isolate and ground power equipment safely; connect test equipment; and conduct and document standard tests of basic (single-function) equipment. To earn this certification candidates are required to have minimum of two years of practical experience in the inspection, testing, and maintenance of electrical power equipment and pass a written exam.

The National Institute for Certification in Engineering Technologies (NICET), Electrical Power Testing - Level III certification is an intermediate-level credential designed for technicians who test equipment used in the production, transmission, and distribution of electrical power. The certification validates knowledge required to inspect, test and maintain electrical power equipment. Electrical Power Testing - Level III technicians manage switching procedures; conduct tests of complex (multi-function) equipment; analyze test and equipment data; and plan a job and lead a team. Candidates must have a minimum of five years of practical experience in the testing of electrical power equipment, including a full range of equipment in low, medium, and high voltage systems and one year of supervision and project management of two or three-person test crews. Candidates must pass a written examination.

The National Institute for Certification in Engineering Technologies (NICET), Electrical Power Testing - Level IV certification is an advanced-level credential for technicians who test equipment used in the production, transmission, and distribution of electrical power. The certification validates knowledge required to inspect, test and maintain electrical power equipment. Electrical Power Testing - Level IV technicians conduct tests of complex metering and relay systems; evaluate tests, test equipment, test results, and power system performance; recommend actions to maintain or improve system performance; and lead multi-team projects. Candidates must have a minimum of ten years of practical experience in the testing of complex electrical power equipment and systems, technical evaluation of tests and test data, and recommendations of additional diagnostic testing and corrective actions. The candidate's experience must include at least two years of supervision and project management of multi-crew projects. Candidates must pass a written examination, provide details of the successful completion of a major electrical power testing project, and submit a personal recommendation.

The Electrical Generator Systems Technician Certification - Apprentice credential is an entry-level certification that demonstrates an individual's knowledge of on-site power generation equipment and systems. The Apprentice level exam provides technical college students, recent graduates, military personnel and other 1st or 2nd-year technicians with proof that the basic skill set has been met. The certification exam is written to assess knowledge that is necessary for proficient job performance. The exam includes questions about electricity and other topics relevant to the field of electrical generator systems.

The InterNational Electrical Testing Association (NETA), ETT Certified Technician Level 3 certification is for technicians who perform and manage routine and moderately complex tasks and projects, record keeping, evaluation of test data, and responsibility for the safety of others. ETT Certified Technicians Level 3 are qualified to provide guidance, supervise ETT Trainee Technicians (Level 1) and ETT Certified Assistant Technicians (Level 2), and perform electrical power switching. ETT Certified Technician Level 3 candidates must have 24 hours of safety education and training in addition to meeting Level 2 safety education and training requirements (64 hours total) and 240 hours of electrical education and training in addition to meeting Level 2 electrical education and training requirements (400 hours total). Candidates must have five years of related experience and have met the qualifications for ETT Trainee Technician Level 1 and ETT Certified Assistant Technician Level 2 in successive order. Candidates must also pass a written exam.

The InterNational Electrical Testing Association (NETA), ETT Certified Senior Technician Level 4 certification, is the most senior level of a Certified Electrical Testing Technicians classification. An ETT Certified Senior Technician Level 4 is responsible for supervising large projects and multiple crews. In addition, the Level 4 Technician will perform complex investigations, tests, and evaluations, and prepare written reports as needed. Applicant must have a minimum of 104 hours of safety training, 600 hours of electrical training, 10 years of related experience, and have met all of the appropriate qualifications for Levels 1, 2, and 3 in successive order.
