LCAC - Landing Craft Air Cushion Craftmaster

Out of Rate Assignment Description


The LCAC Craftmaster is open to all Navy ratings in pay-grades E7 to E9. Craftmasters have the sole responsibility of a $22 million dollar craft, crew and equipment. They operate and fly Landing Craft Air Cushion (LCAC) vehicles in amphibious assault and training operations to and from LHA, LHD, LPD, and LSD Navy classes of ships and across surf and beach interfaces. A Craftmaster executes current amphibious assault tactics employing International and Inland Rules of the Road, navigation, and radio and visual communications procedures. They supervise LCAC crews in all phases of craft operation.

There are currently no credentials closely related to the tasks performed in this Out of Rate Assignment that may be attainable as soon as Class "A" technical school has been completed. However, Sailors may be able to take advantage of credentialing opportunities with advanced training and/or experience. See the "Related Credentials" section below.

Opportunities Related to Academic Degrees

Out of rate or designator requests for exam funding for credentials related to an earned academic degree or a semester course may also be funded if it can be directly related to an industry certification or state license.

For example, if you have a degree in Human Resources but are serving as a Culinary Specialist, you can get funding for a Professional in Human Resources (PHR) certification.

If the completed degree is not in the Sailor's Joint Service Transcript (JST), the Sailor must provide proof of completion with the Voucher Request Form, OPNAV 1500/57 for funding approval. The requested credential must be included on the Navy COOL website, and the Sailor must meet all other eligibility requirements.

As with any credential, you must meet all other eligibility criteria and the certification or license vendors' requirements.

Opportunities for Prior Rate or Designator Sailors

If you have cross-rated or redesignated, you now are eligible for certifications and licenses mapped to your prior rating or designator. The “Navy Bucks” icon on the Navy COOL page for your previous position/rate indicates which certifications and licenses may be funded.

As with any credential, you must meet all other eligibility criteria and the certification or license vendors' requirements.

Opportunities Related to Off-Duty or Command-Sponsored Training

If you can document that you have completed an on- or off-duty training course that fully prepares you for a civilian certification or license, you may now be eligible to have the credential exam funded.

For example, if you took a Command-sponsored Emergency Medical Technician course, you may be eligible for funding for an EMT Basic credential.

The requested credential must appear on Navy COOL, although it does not need to show the Navy Bucks icon to be funded.

College course completion must be annotated in your Joint Service Transcript. Formal off-duty or command-sponsored training should be visible in your Electronic Training Jacket (ETJ). In lieu of an ETJ entry (where training cannot be entered into the ETJ) you will need to submit some form of, proof of completion (a certificate of completion from the course/training is sufficient). If neither of the previously mentioned methods of validating proof of completion are available, then a command correspondence (such as a command letter, memo, or PG-13 form) describing the training along with the OPNAV 1500/57 Professional Certification and Licensing Voucher Request (COOL Voucher Request Form).

As with any credential, you must meet all other eligibility criteria and the certification or license vendors' requirements.

Opportunities for Navy Reservists

If you are a Navy Reservist, officer or enlisted, you may now be eligible for funding for credentials related to your civilian occupation. The certification or license must have relevance to the needs of the Navy, and must appear on Navy COOL, although it does not need to show the Navy Bucks icon to be funded.

To validate your civilian occupation, you will need a screen shot from Navy Standard Integrated Personnel System (NSIPS) showing the Civilian Occupational Code. Please send the NSIPS screenshot with your OPNAV 1500/57 Professional Certification and Licensing Voucher Request (COOL Voucher Request Form).

In lieu of NSIPS documentation you may also submit a command endorsed and executed NAVPERS 1070/613 (PG-13) Administrative Remarks form noting your civilian occupation along with your OPNAV 1500/57 Professional Certification and Licensing Voucher Request (COOL Voucher Request Form). You must sign the PG-13.

As with any credential, you must meet all other eligibility criteria and the certification or license vendors' requirements.

Prior Other-Service Occupation

If you are Navy (Active or Reserve), you may now be eligible for funding for credentials related to prior other-Service (Army, Air Force, Marine Corps, Coast Guard) occupation. The certification or license must have relevance to the needs of the Navy, and must appear on Navy COOL, although it does not need to show the Navy Bucks Navy Bucks icon icon to be funded.

To validate your prior other-Service occupation, you will need to provide Navy COOL with a document (e.g. DD-214; or Military Service School completion certificate; or other document) showing your other-Service occupation. Please send the document (scanned & emailed) with your OPNAV 1500/57 Professional Certification and Licensing Voucher Request (COOL Voucher Request Form).

As with any credential, you must meet all other eligibility criteria and the certification or license vendors' requirements.

Credentials Earned & Maintained Prior to Joining the Navy

If you are Navy (Active or Reserve), you may now be eligible for funding for credentials that were earned, and maintained, prior to entering the Navy. The certification or license must have relevance to the needs of the Navy, and must appear on Navy COOL, although it does not need to show the Navy Bucks Navy Bucks icon icon to be funded.

To validate your earned & maintained credential, you will need to provide Navy COOL with a scanned or emailed document (e.g. credential certificate document, screenshot from your credential dashboard, digital badge, etc…) showing the credential earned and maintained. Please send the document (scanned & emailed) with your OPNAV 1500/57 Professional Certification and Licensing Voucher Request (COOL Voucher Request Form).

As with any credential, you must meet all other eligibility criteria and the certification or license vendors' requirements.

The Federal Communications Commission (FCC), General Radiotelephone Operator License (PG) is an intermediate-level technician license. A PG is required to adjust, maintain, or internally repair FCC licensed radiotelephone transmitters in the aviation, maritime, and international fixed public radio services. A PG is also required to operate: any compulsory equipped ship radiotelephone station operating with more than 1500 watts of peak envelope power; and voluntarily equipped ship and aeronautical (including aircraft) stations with more than 1000 watts of peak envelope power. FCC requires candidates to be a legal resident of the United States and be fluent in the English language. Candidates must pass a written exam.

The Federal Communications Commission (FCC), GMDSS Radio Operator License (DO) is an entry- level license that qualifies the holder to operate and make some basic equipment adjustments to Global Maritime Distress and Safety System (GMDSS) radio installations and confers the operating authority of the MP. The Global Maritime Distress Safety System (GMDSS) is an internationally agreed-upon set of safety procedures, types of equipment, and communication protocols used to increase safety and make it easier to rescue distressed ships, boats and aircraft. FCC requires candidates to be a legal resident of the United States and be fluent in the English language. Candidates must pass a written exam.

Computing Technology Industry Association (CompTIA), Project+ is a certification for individuals who have fundamental project management skills. Project+ covers the entire project life cycle from initiation and planning through execution, acceptance, support and closure. Project+ demonstrates project managers have the skills necessary to complete projects on time and within budget, and create a common project management language among project team members. Project+ is appropriate for any managerial position across occupations. Although there are no experience or education requirements that must be met prior to taking the exam, one year of managing, directing or participating in small- to medium-scale projects is recommended.

The Institute of Certified Professional Managers (ICPM), Certified Manager (CM) is a general management certification. It is appropriate for supervisors, managers and leaders at all levels, in any industry, and benefits certificate recipients and their organizations. The CM program consists of three course modules of which each includes a study manual, online learning resources, practice exams, and a certification exam. Candidates must meet a combination of education and experience requirements. Those who do not qualify for CM status may still participate in the CM program if they have met at least one of the minimum eligibility requirements. These individuals will earn Associate Certified Manager (ACM) status upon completion of the program. An ACM may earn full CM status through additional education and/or experience. Candidates must pass three certification exams.

The National Lifeboatman and Lifeboatman-Limited is a Merchant Mariner Credential (MMC). A Lifeboatman is a mariner who is qualified to take charge of, lower, and operate survival craft and related survival equipment on a vessel. A Lifeboatman-Limited is a mariner who is qualified to take charge of, lower, and operate life rafts, rescue boats, and other survival equipment on vessels where lifeboats are not installed. To obtain the National Lifeboatman and Lifeboatman-Limited credential, applicants must satisfy general MMC requirements and a sea service requirement. Applicants must also pass an exam (by oral or other means) and a practical demonstration. The practical demonstration requirement may be met by completion of an approved course, provided the course includes actual practical demonstration of abilities.

The Second mate is a watch keeping officer, who performs duties including, planning the vessel's route for each stage of the voyage, monitoring and recording the vessel's progress along the route, upkeeping navigational charts and publications, and ensuring functionality of the vessel's radio equipment, firefighting equipment, lifeboats, meteorological instruments and various other emergency systems. Mate’s duties vary depending on the type of ship, its crewing, and other factors.  There are different licenses of a Mate according to the experience, certificates, and competencies such as Third and First Mates. Candidates must meet a minimum sea service, training, and exam requirement.

There are different licenses of a Mate according to the experience, certificates, and competencies. Candidates must meet a minimum sea service, training, and exam requirement.

The National Master 200 Great Lakes (GL) and Inland officers are responsible for vessels of less than 200 GRT and its safe and efficient operation including, the ship's seaworthiness, safety and security conditions, cargo operations, navigation, and crew management. National Master 200 GL and Inland officers set the course and speed, maneuver the vessel to avoid hazards and other ships, and periodically determine its position using navigation aids, celestial observations, and charts. They direct crew members who steer the vessel, operate engines, signal to other vessels, perform maintenance and handle lines, or operate towing or dredging gear. Masters ensure that proper procedures and safety practices are followed, ensure machinery and equipment are in reliable working order, and oversee the loading and unloading of cargo or passengers. They also maintain logs and other records of ships' movements and cargo carried. The Master is always in command of a merchant ship and regulates the proper daily transactions and handles the legal affairs on maritime issues. Candidates must meet a minimum sea service, training, and exam requirement.

The National First-Class Pilot guide ships in and out of harbors, through straits, and on rivers and other confined waterways and have a familiarity with local water depths, winds, tides, currents, and hazards such as reefs and shoals of prime importance. Pilots serve on the route(s) specified on the endorsement, subject to any limitation of tonnage, type of vessel, route or waters. on river and canal vessels usually are regular crew members, like mates. They allow its holder to serve as pilot Harbor pilots who are generally independent contractors and accompany vessels while they enter or leave port. They may pilot many ships in a single day and report to the Captain or Master. Candidates must meet a minimum sea service, training, and exam requirement.

ASTM International, NCATT Foreign Object Elimination (FOE) recognizes the knowledge base of the advanced aerospace technician and promotes integrity, safety, and professionalism in the aerospace workforce. FOE knowledge and skills include housekeeping, tool accountability, hardware accountability, lost items, physical entry and personnel control, reporting and investigating, material handling, parts protections, hazardous materials, wildlife/environment, and Foreign Object Damage (FOD) effects. There are no FOE eligibility requirements. The FOE written exam is open to all individuals regardless of career field, training, education or experience. Candidates must pass the written exam.

The Electronics Technicians Association, International (ETA-I), General Communications Technician Level 1 (GCT1) certification is an entry-level credential designed to cover the many areas encountered by radio communications technicians or engineers in the public safety communications or business/commercial radio field. The GCT1 certification is modeled after wide-ranging industry communication systems encompassing more specific detailed items along with the U.S. Department of Homeland Security (DHS) guidelines covering all disciplines in the COMT program. Candidates must pass a written exam.

The Electronics Technicians Association, International (ETA-I), General Communications Technician Level 2 (GCT2), certification is a journeyman level program modeled after the private wireless industry communication systems that includes Department of Homeland Security (DHS) guidelines. The GCT2 competency comprises more complex areas which a radio communications technician and/or engineer will encounter in the public safety communications or business/commercial radio fields. Candidates must meet ETA-I's prerequisite requirement to be eligible for the GCT2 certification. Candidates must pass a written exam.

The Transportation Security Administration (TSA), Transportation Worker Identification Credential (TWIC), while not formally a license or certification in and of itself, is required by the Maritime Transportation Security Act for workers who need access to secure areas of the nation's maritime facilities and vessels. TSA conducts a security threat assessment (background check) to determine a person's eligibility and issues the credential. U.S. citizens and immigrants in certain immigration categories may apply for the credential.
