MOS 3531 Motor Vehicle Operator

MOS Description

Motor Vehicle Operators operate motor transport tactical wheeled vehicles and equipment transporting passengers and cargo in support of combat and garrison operations. They also perform crew/operator level maintenance and maintain all associated tools and equipment for assigned vehicles and equipment, to rated capacity, of which licensed to operate.

The United States Department of Transportation, Federal Motor Carrier Safety Administration (FMCSA), Commercial Driver's License (CDL) is for individuals who drive certain Commercial Motor Vehicles (CMVs). There are three classes of CDLs with endorsements for specialized qualifications for vehicles like school buses, tank trucks, and tractor trailers. The U.S. Department of Transportation requires drivers to obtain and hold a CDL if they operate in interstate, intrastate, or foreign commerce and drive a vehicle that meets one or more of the classifications of a CMV described on the FMSCA website. FMSCA has developed and issued standards for state testing and licensing of CDL holders. These standards require state governments to issue CDLs to certain CMV drivers only after the driver passes knowledge and skills testing that is administered by the state and related to the type of vehicle the driver expects to operate.

United States Department of Transportation (FMCSA), Passenger Endorsement (P), is prohibited from operating a CMV carrying passengers, other than Federal/state auditors and inspectors, test examiners, other trainees, and the CDL holder accompanying the CLP holder as prescribed by 49CFR383.25(a)(1).

Tank Endorsement, A CLP holder with an "N" endorsement may only operate an empty tank vehicle, and is prohibited from operating any tank vehicle that previously contained hazardous materials that have not been purged of any residue.

The United States Department of Transportation (FMCSA), Hazardous Material Endorsement (H) is a credential that may be obtained by individuals who are commercial driver's license (CDL) holders. The Hazardous Material Endorsement (H) permits the professional truck driver to transport hazardous materials (HAZMAT); the endorsement is required to legally transport hazardous material. To earn the Hazardous Material Endorsement (H), candidates are required to be CDL holders, be a U.S. citizen or able to provide proof of legal status in the United States, be of legal age to operate a HAZMAT vehicle, willing to complete the TSA background check and to pass this check plus additional background checks. Candidates must complete a medical screening and pass the written exam.

Renewal Period: 5 years

The National Institute for Automotive Service Excellence (ASE), Automobile Service Consultant (C1) is designed to improve the quality of vehicle service through the voluntary testing and certification of Service Consultant professionals. Candidates must have knowledge in communications, customer and internal relations, vehicle systems knowledge, sales skills, and shop operations. To become ASE certified, candidates must pass the Service Consultant test and show proof of two years of on-the-job work experience as an automotive service writer/consultant or service manager.

The Institute for Hazardous Materials Management (IHMM), Certified Hazardous Materials Practitioner (CHMP) certification is a standard of proficiency for front-line hazardous materials workers. The CHMP is intended to enhance regulatory compliance, safety, and overall credibility of operations, and provide recognition to individuals who meet its rigorous requirements. Candidates must meet a combination of education and/or experience requirements and pass a written exam.

The National Institute for Automotive Service Excellence (ASE), Automobile/Light Truck - Engine Repair (A1) certification is for Automobile and Light Truck (up to Class 3) Technicians who can demonstrate knowledge of the skills necessary to diagnose, service, and repair cars, SUVs, and light duty trucks. To earn the Automobile/Light Truck - Engine Repair (A1) certification, candidates must have at least two years of hands-on work experience in automotive repair and pass a written exam.

The National Institute for Automotive Service Excellence (ASE), Medium/Heavy Truck - Preventive Maintenance Inspection (PMI) (T8) certification is for individuals who possess knowledge and skills in engine systems, the cab and hood, electrical/electronics, the frame and chassis, and the road/operational test. To earn the Medium/Heavy Truck - PMI (T8) certification, candidates must have at least two years of relevant hands-on work experience and pass a written exam.

The National Institute for Automotive Service Excellence (ASE), Transit Bus - Preventive Maintenance and Inspection (PMI) (H8) certification is for Transit Bus Technicians who demonstrate knowledge of the skills necessary to diagnose, service, and repair various systems on transit buses. To earn the Transit Bus - Preventive Maintenance and Inspection (PMI) (H8) certification, candidates must have at least two years of  hands-on work experience in transit bus repair and pass a written exam.

The Transportation Security Administration (TSA), Transportation Worker Identification Credential (TWIC), while not formally a license or certification in and of itself, is required by the Maritime Transportation Security Act for workers who need access to secure areas of the nation's maritime facilities and vessels. TSA conducts a security threat assessment (background check) to determine a person's eligibility and issues the credential. U.S. citizens and immigrants in certain immigration categories may apply for the credential.
