MOS 0211 Counterintelligence/Human Intelligence (CI/HUMINT) Specialist

MOS Description

CI/HUMINT Specialists are involved in all facets of planning and conducting CI and HUMINT operations and activities. CI activities are concerned with identifying and counteracting the threat to friendly forces by hostile intelligence organizations or by persons engaged in espionage, sabotage, subversion or terrorism. HUMINT activities are designed to obtain intelligence information where the human being is the primary collection instrument. CI/HUMINT specialists are expected to possess a working knowledge of the organization, operations, and techniques employed by foreign intelligence services and terrorist organizations. CI/HUMINT Marines obtaining a qualifying DLAB score can receive language training.

The Defense Intelligence Agency PMO (DIA), Certified Collection Management Professional - Fundamental (CCMP-F) is a professional level certification that assesses collection management (CM) knowledge that is common, core, and critical to CM activities across the DCME.  By earning the CCMP-F, certification holders demonstrate knowledge that supports work in joint, multiple-intelligence discipline environments across all echelons of the DCME.  This knowledge includes a common professional lexicon, or list of professional terms and concepts, and it enables collection managers to transfer their knowledge from a job at one DCME organization to any other. The CCMP-F exam is open to any individual in the U.S. Intelligence Community (IC), though most candidates come from within the DCME.  All candidates must possess an active TOP SECRET/Sensitive Compartmented Information (TS/SCI) security clearance at the time of the certification assessment and must be in ‘good standing' as defined by their employing Component.

The Defense Intelligence Agency PMO (DIA), Certified Defense All-Source Analysis - I (CDASA-I) is an intermediate level credential designed for professional All-Source intelligence workers. CDASA-I recognizes individuals who have demonstrated a level of competence, through their work experience and analytic knowledge, consistent with the baseline of the profession. The analytic knowledge represents those facts, concepts, principles and tools that are appropriate for a generalist. The certification aims to support the DoD-wide initiative to professionalize the intelligence workforce. Further objectives include enhancing DoD's analytic quality by using common standards, enabling an interoperable and agile workforce, and promoting common professional development frameworks.

The Defense Intelligence Agency PMO (DIA), Joint Intelligence Planner-Proficiency Level I (JIP-I) is part of the DoD-wide initiative to professionalize the intelligence workforce directed by the USD(I). JIP-I was created to develop, define, and measure broad-based core competencies for joint IP professionals across the Defense Intelligence Enterprise (DIE). JIP-I certification covers both Foundational and Full Performance execution of IP and ensures all joint intelligence planners understand the core concepts of IP and how they support Joint Operations Planning (JOP) and the planning of intelligence operations. Candidates must have at least 18 months of Intelligence Planning Experience performed within the last three years and must currently hold an active TOP SECRET/Sensitive Compartmented Information (TS/SCI) security clearance and be in 'good standing' as defined by their employing Component.

The Department of Defense (DoD) Intelligence Fundamentals Professional Certification (IFPC) program is sponsored by the Under Secretary of Defense for Intelligence (USD(I)) to professionalize the defense intelligence workforce by establishing a common standard of the fundamental knowledge and skills expected of all who serve and support, and those who hope to serve and support, in the Defense Intelligence Enterprise (DIE). The IFPC is based on the Defense Intelligence Fundamentals standards, which are cross-cutting and enterprise-wide, and depict the Department’s core expectations of what all Defense Intelligence Professionals, regardless of Service/Agency, Function/Specialty and experience level, must know and/or be able to do to successfully execute and/or contribute to the execution of intelligence missions, functions, and activities at the fundamental level. The IFPC will also serve to ensure incoming defense intelligence professionals meet knowledge standards. IFPC candidates must meet minimum eligibility requirements and pass a written exam.

The Certified Manager (CM) is a general management certification. It is appropriate for supervisors, managers and leaders at all levels, in any industry, and benefits certificate recipients and their organizations. The CM program consists of 3 course modules of which each includes a study manual, online learning resources, practice exams and a certification exam. To earn the CM certification one must pass three certification exams. Successful completion of the CM exams is a reliable indicator that an individual possesses the skills that leaders and managers need. Eligibility for the CM certification is determined by a point system that considers both experience and education. A candidate must have at least 10 points including at least 3 Education points, and at least 4 Experience points. Candidates may count a maximum of 6 Education points and 7 Experience Points toward eligibility. Those who do not qualify for CM status may still participate in the CM program if they have met at least one of the minimum eligibility requirements. These individuals will earn Associate Certified Manager (ACM) status upon completion of the program. An ACM may earn full CM status through additional education and/or experience.

Project Managers perform their duties under general supervision for the duration of a project and are responsible for all aspects of a project. PMPs lead cross-functional teams to deliver projects within the constraints of schedule, budget, and scope. Project Management Professionals seeking certification through PMI demonstrate knowledge and experience to apply a methodology to projects that have well-defined requirements and deliverables. To apply for the PMP, candidates must meet experiential and educational requirements and are required to pass the written exam.

A Certified Forensic Interviewer (CFI) is a professional with the expertise to conduct a variety of investigative interviews with victims, witnesses, suspects or other sources to determine the facts regarding suspicions, allegations or specific incidents in either public or private sector settings. The Certified Forensic Interviewer demonstrates understanding of legal aspects of interviewing and proficiency in interview preparation, behavioral analysis, accusatory and non-accusatory interviewing, documentation, and presentation of findings. CFI applicants must have a combination of education and experience. Applicants must have two to four years of experience in a public or private position where they are responsible for investigation, interviewing and interrogation. Applicants holding a bachelor's degree are required to have two years of such experience while those with a high school diploma must have four years of experience.

The Project Management Institute (PMI), Certified Associate in Project Management (CAPM) is an entry-level certification for project practitioners. Designed for those with less project experience, the CAPM demonstrates an understanding of the fundamental knowledge, terminology and processes of effective project management. The written exam covers project management areas such as initiation, planning, executing, monitoring and controlling, closing, and professional and social responsibility. Candidates must have a high school diploma or equivalent and at least 1500 hours professional experience on a project team or 23 hours of project management education.
